TR 2024 Rule 95

Permanent Transfer (PT)

Entitlements when an officer is permanently transferred from one duty station to another: Composite Transfer Grant, transportation of personal effects, advances, and filing timelines.

Grant

Composite Transfer Grant (CTG)

Where a permanent transfer involves a change of duty station beyond 20 km, a Composite Transfer Grant equal to one month's basic pay is admissible. For moves within the same city or below the 20 km threshold, a reduced CTG applies.

The CTG covers incidental expenses of the move and is paid in addition to the journey fares for the officer and family.

Effects

Transportation of personal effects

Officers are entitled to transport personal effects by goods train, road, or container service up to a quantity prescribed by rank. The entitlement scale (in kilograms or as one full container) is laid down in TR 2024 and is in addition to a separate entitlement for the family car.

  • Brigadier and above: highest entitlement scale.
  • Major to Colonel: middle scale.
  • Captain and below: lower scale.

Charges are reimbursed against original lorry receipts and container booking documents.

Advance

Advance entitlements

An advance of Transfer Travelling Allowance, including the CTG and estimated transportation charges, may be drawn against the move. The advance must be adjusted within the period prescribed by the financial regulations, failing which interest is charged.

Timelines

Filing timeline

The final adjustment claim should be preferred within 60 days of arrival at the new duty station. Delays beyond this window need a condonation order from the competent authority.

How to file a PT claim

Claims are filed through your new unit's adjutant on the prescribed transfer claim form, supported by the move signal, fare receipts, lorry receipts, and the joining report.
